I don't know if you are familiar with Gyari, but he's a vocaloid producer who makes Jazz-inspired tunes and often illustrates simple drawings to go with his songs.
The original BitTorrent client is trash. It is one of (if not the only) private, closed-source Torrent clients out there. Please stop making every pirate in the world facepalm.
As far as if that's the issue... I'm not psychic. I have no idea what kind of firewalls, port forwarding, or security software you have setup. I have no idea if you are using a custom DNS or static IP. I have no idea if you are clicking the wrong button on the page or something. I have no idea how your torrent client is configured, or your LAN/WAN connections as well. I have no idea what ISP you have, or what relation you have with them, or if they are blacklisting torrent traffic. Stop being a customer and try it out for yourself -- surely you have the mental capacity to solve this problem.
I already gave you the biggest piece of the puzzle: "it works for me", which rules out an issue with the torrent itself.
Have you tried this one? Works for me and this is the sub group I watched it with. They do cool stuff like style the fonts for the songs and stuff like that. They are also memers, and get a lot of shit for localizing some Japanese jokes into Western equivalents, but it's never as outrageous as their critics make it seem. In fact, it's sometimes more witty and fitting than the official subs trying to force the original joke in. They have also subbed all four seasons of Symphogear, which I don't think any other group did.
If you're still having problems with this torrent, then make sure you are using qBitTorrent at the latest version. uTorrent was blacklisted by a few sites a long time ago due to some security issues, but I'm not sure if nyaa.si ever blacklisted it since they came after that whole thing.
The KCP components haven't been updated in 2 years, but it's still one of the best comprehensive "starter packs" for getting into super nerd-tier optimization of video rendering, decoding, and upscaling. There are additional guides I can link you if you want help optimizing it down to pixel-perfect visuals (or as close as you can), but it should run mostly fine out-of-the-box.
Enjoy! ( •̀ ᴗ •́ )و

Notice particularly the difference in sharpness, color vibrancy, and contrast. Also note that any sort of streaming/web quality is far worse than any of these and you should be ashamed to watch the beautiful medium of Chinese cartoons in such a distasteful fashion.

This song in particular teaches you how to master Japanese onomatopoeia in 5 minutes.

Another hint: I would start at the application level, and then work your way through the layers of networking as necessary.
