The earlier parts were pure fluff with the other girls not ever being used outside of some cameos and maybe a bit of additional detail to some side characters. The part after the anime had some good parts (the chief's background) but was long and drawn out and introduced even more characters (Urara, Kaori) that ended up being rather meaningless. The main females and goddesses barely got any development and because of the plot didn't interact with the MC. All-in-all, while I enjoyed it and it certainly had strong moments, there were too many characters and not enough development. The romance parts were very weak as well.
